Talent Pipeline Management: A Win-Win-Win for Employers, Learners, and Communities


At Capitol Impact, we’re applying Talent Pipeline Management® (TPM) not just as a workforce development strategy—but as a win-win-win for employers, learners, and communities.

TPM strengthens regional talent systems by aligning education and workforce partners around real-time, regional employer demand. The nationally recognized framework is part of our broader commitment to expanding access to quality jobs and supporting economic mobility across our California communities. 

Though TPM is employer-led by design, its impact reaches far beyond the business sector. It helps regions identify where high-wage, high-quality jobs are growing—and then align education, training, and support systems to prepare a diverse workforce to fill them. The result? Stronger pathways for learners, smarter hiring for employers, and a more resilient and equitable regional economy. Students gain real-world learning experiences, employers access better-prepared talent, and workforce organizations can build stronger regional pipelines.

Developed by the U.S. Chamber of Commerce Foundation, the TPM framework is built around six key strategies:

  1. Organizing employer collaboratives
  2. Projecting talent needs
  3. Aligning performance metrics
  4. Communicating competency and credential requirements
  5. Improving candidate sourcing
  6. Building talent supply chains through continuous improvement

Led by Sacramento Employment and Training Agency with Capitol Impact, Connect Labs by Wexford, City of Sacramento, and employer champions like Orca Bio, The Jackson Laboratory, and Thermo Fisher Scientific. Construction – Kaiser Health Construction TPM Collaborative

Led by Capitol Impact, Kaiser Permanente, Los Rios Community College District, and 12 contractor employers working together to build the healthcare infrastructure of tomorrow. Learn More.

Hosted by Restore the Delta with technical assistance from Capitol Impact and funding from Edge Collaborative, this effort is advancing workforce strategies in the Delta’s agricultural heartland. Learn More.

Merced Union High School District Youth Apprenticeship TPM Collaborative

Funded by a California Apprenticeship Initiative grant, MUHSD collected TPM data around job demand within the school district to design an innovative youth educator apprenticeship program.
